Presentation: Easing peak hour traffic congestion in metro rail through demand and supply management strategies
The peak hour congestion inside metro trains is usually eased by adopting supply side measures leading to enhancement in capacity offered such as inducting more trains in peak hours. . A slew of demand side measures can also be adopted to level the demand in the peak hours like differential fares, staggered office/school timings, parking policies, development of polycentric city, Transit Oriented Development (TOD) etc. In this study, the measure of differential fares has been adopted as a demand side measure and capacity enhancement has been adopted as a supply side measure to develop a composite model which can be used to determine suitable fares and capacity to achieve a desirable Level of Service (LOS) inside metro trains. The demand elasticity w.r.t fares and services are basic inputs in the model.
The demand elasticity w.r.t fares for different passenger segments have been estimated from passenger survey using stated preference method. The elasticity w.r.t services has been worked out on the basis of increase in capacity of Delhi metro with progressive conversion of 4 car trains into 6 car trains and then to 8 car trains. The composite model has been applied to Delhi Metro and it has been observed that for improving LOS from F (present) to C without any enhancement of capacity, the peak hour fares and non peak hour fares will have to be increased by 50% and 20% respectively. With 20% increase in capacity (Trains per hour), the peak hour fares will have to be increased by 40% keeping non peak hour fares same as present fares.
It is concluded that an optimum combination of change in fares and improvement in services (trains/hour or car kms) shall be adopted to ease peak hour congestion in Metro trains.
